Operational programme 2007-2013: "Environment"
1. «Environment» Operational Programme 2007-2013: Programme funded by the European Regional Development Fund (ERDF) and the Cohesion Fund (CF) under the Convergence objective
2. Overview
On 20 December 2007 The European Commission approved the "Environment" Operational Programme (OP) in the Czech Republic for the period 2007-2013. This programme involves Community support for the whole national territory within the framework of the "Convergence" objective. The total budget of the programme is around € 5.78 billion and the Community investment through the ERDF and CF amounts to € 4.9 billion.
3. The purpose and aim of the EU investment:
The objective of the “Environment” Operational Programmes is to support sustainable development, long-term competitiveness and employment in the Czech regions. It is one of the most important programming documents and aims to achieve the following objectives:
* The reduction of priority environmental pressures,
* The preservation of good environmental quality in fields which are not under strong pressure and the maintenance of positive trends,
* The compliance of the Czech Republic with the environmental "acquis" (EU legislation)
Furthermore, the programme will contribute to meet the commitments of the Czech Republic arising from the Treaty of Accession by resolving persistent problems in the sector of the environment. It will thus significantly contribute to meeting the objectives of the Lisbon agenda, particularly as regards the sustainable use of natural resources.
4. The expected impact of the investment:
* reduction of ground-level concentrations of pollutants
* reduction of atmospheric emissions,
* improvement of surface and ground water quality through the construction of waste water treatment plants, replacement of technologies, improvements in agricultural techniques,
* waste management including packaging waste management,
* improving retention capacity of the landscape,
* reducing soil erosion.
5. Priorities
The overall Strategy of the programme will be achieved through the following eight priorities:
Priority 1 - Improvement of water management and reduction of flood risks – focused on reducing water pollution, improving drinking water quality and reducing flood risks.
Priority 2 - Improvement of air quality and reduction of emissions – focused on improving air quality, energy savings and reducing emissions.
Priority 3- Sustainable use of energy sources – focused on constructing new facilities and reconstructing existing facilities with the aim of increasing the use of renewable energy sources for heat generation, electric energy generation and for combined heat and electric generation.
Priority 4 - Improvement of waste management and rehabilitation of old ecological burdens – focused on reducing specific waste production, increasing the utilization of waste for energy savings and rehabilitating serious old ecological burdens.
Priority 5 - Limitation of industrial pollution and environmental risks – focused on reducing industrial pollution, reducing emissions and the transfer of substances and reducing the level of environmental contamination by chemicals.
Priority 6 - Improvement of the state of nature and landscape – focused on supporting biodiversity, recovery of landscape structures, optimizing the landscape water regime, support for regenerating urbanized landscapes, preventing landslides and rock avalanches and assessing of non-renewable natural resources including groundwater resources.
Priority 7 - Development of infrastructure for environmental education, consultancy and awareness – focused on supplying sophisticated infrastructure (material and technical background) for the realization of environmental education programmes, environmental consultancy and promoting environmental awareness.
Priority 8 – Technical Assistance – It will support and ensure the implementation of the programme (administration, monitoring, communication activities and control).

Operational programme 2007-13: Moravia Silesia
1. "Regional operational programme Moravia Silesia"
Programme under Convergence objective, co-funded by the European Regional Development Fund (ERDF)
2. Summary of the programme
The European Commission approved on 3 December 2007 a regional operational programme in the Czech Republic for the period 2007-2013, entitled the Regional Operational Programme "Moravia Silesia". This programme involves Community support for this region within the framework of "Convergence" objective. The total budget of the programme is around EUR 842 million and the Community investment through the ERDF amounts to EUR 716 million.
3. The purpose and aim of the EU investment
The overall objective consists in supporting the economic, social, territorially balanced and sustainable development of the Moravia Silesia region, according to its specific needs and resources, focusing on transport infrastructure, urban and rural development. The Moravia Silesia region could become more attractive places where to live, invest and work.
This objective will be achieved in close coordination with the actions implemented by other operational programmes at the national level.
4. The expected impact of the investment
The programme is expected to reduce the unemployment rate by two percentage points. 10 km of new roads will be constructed and 200 km will be renovated. 100 km of new cycle-path will be built. The number of inhabitants served by public transport should rise by 140 000.The Operational programme will significantly contribute to the attractiveness increase of towns in the region.
5. Priorities
Speed up the Region’s development and upgrade its competitiveness through more efficient exploitation of its potential. The objective will be met namely through the improving the quality of life of the residents and attractiveness of the region for investors and visitors; by improving and modernization of the transport infrastructure and the development of other attributes related to the satisfaction of the Region’s residents and visitors. Competitiveness of the Moravia Silesia Cohesion Region will be strengthened by creating of convenient conditions for business and by active marketing of the Moravian-Silesian Region.
The Regional Operational Programme Moravia Silesia is structured according to the following priorities:
Priority 1: Regional infrastructure and accessibility
Upgrade the transport infrastructure, the infrastructure of crisis management and transport serviceability in the region and, at the same time, to respect environmental protection rules. To ensure the overall development of the region’s infrastructure, which will increase mobility of persons, goods and services, reduce the environmental impact of human activities and make crisis management in the region more efficient.
Priority 2: Support for the prosperity of the region
Economic prosperity, better quality of life in the region and reduction of the unemployment rate. These targets shall be reached by building, modernizing and reconstruction of the public services infrastructure, creation of better conditions for the tourism development and by appropriate use of abandoned sites according to the region’s needs.
Priority 3: Urban development
Ensure the development of town centres and make them more attractive, to improve the quality of life and housing in the town parts that are lagging in development, to revitalize and humanize housing quarters and public space, encourage citizens' cohesion and to activate towns' growth potential – to revitalize brownfields and to guarantee the new development zones' preparation for all functions (services, leisure time).
Priority 4: Rural development
Support the complex development of rural areas and to preserve basic functions of the rural space in the Moravia Silesia region for both its citizens, visitors and investors. The objective shall be achieved by the improvement of rural municipalities and their environment, by the preservation and development of the rural areas identity and rural cultural and natural heritage. Building and modernization of public services infrastructure in rural areas will be supported as well.
Priority 5: Technical assistance
There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, monitoring and control.

Operational programme 2007-13: Enterprises and Innovations
1. Operational Programme Enterprise and Innovations under Convergence objective, co-funded by the European Regional Development Fund (ERDF)
2. Summary of the programme
The European Commission approved on 3 December 2007 the operational programme "Enterprise and Innovations". This programme involves Community support in the Czech regions except for Prague within the framework of the "Convergence" objective. The total budget of the programme is around EUR 3.6 billion and the Community investment through the ERDF amounts to EUR 3.04 billion (approximately 12 % of the total EU money invested in the Czech Republic under Cohesion policy 2007-2013).
3. The purpose and aim of the EU investment
In the future years, the economic and employment policies of the European Union should be oriented towards the amended Lisbon strategy. The Member States of the EU have been called on to execute the reforms to which they have been committed within the Lisbon process.
The operational programme "Enterprise and Innovations" is the main programming document for the realisation of the policy for economic and social cohesion in the industry sector and an important tool for the realisation of the strategy for the development of small and medium-sized enterprises for the period 2007-2013 in the Czech Republic.
4. The expected impact of the investment
The programme is expected to create around 40 000 new jobs. Gross domestic expenditures on Research and Development (R&D) in the business sector is expected to increase to 1.5 % of the GDP. The share of production in high-tech branches of manufacturing and high-tech branches of services of the business sector is expected to increase from current 7.5 % (in 2003) to 9.5 % of the GDP by 2015.
5. Priorities
The global objective of the operational programme Enterprise and Innovations is to increase by the end of the programming period the competitiveness of the Czech economy and bring the innovation performance of the industry and services sectors closer to the level of leading industrial EU member states. In the implementation of the operational programme, attention should be paid to ensure that the support provided goes primarily to small and medium-sized enterprises (SMEs) in line with the Community Strategic Guidelines.
Priority 1: Establishment of firms
The priority includes interventions focused on creating conditions for establishing new firms and on supporting innovative firms. Attention will be paid to accessibility of appropriate financial resources including new pro-innovation financial instruments to facilitate starting entrepreneurs’ access to capital and thus broadening the opportunities to financing their business plans and submitted projects. Only SMEs will be beneficiaries of aid.
Priority 2: Development of firms
Implementation of business development plans by competitive small and medium-sized enterprises which are prevented from obtaining external bank finance due to low levels of personal capital or due to their limited ability to provide a guarantee for a loan. Furthermore, the improvement of the technical equipment of firms by purchasing new modern technologies including information and communication technologies (ICT) will be supported.
Priority 3: Effective energy
Interventions aimed at stimulating the activity of entrepreneurs in reducing the energy intensiveness of the production processes, reducing the consumption of primary fossil fuels and at supporting new entrepreneurs in activities leading to a higher use of renewable and secondary sources of energy.
Priority 4: Innovation
Support technical innovations (innovation of products and processes) and non-technical innovations (organisational and marketing innovation) in enterprises including the development of their cooperation with research and development institutions and the development of internal capacities for R&D and related activities, in particular in SMEs in order to increase innovative activities and the number of enterprises that carry out their own research and development.
Priority 5: Environment for enterprise and innovation
Stimulation of an environment that will encourage the establishment and development of innovative companies. It aims at creation of necessary infrastructure for innovative new businesses through provision of business incubators, to extend and increase the quality of cooperation between enterprises, educational and research and development institutions to support and to accelerate innovative processes in firms.
Priority 6: Business development services
Development and delivery of quality consulting and information services for companies; this applies also to seeking new business opportunities and professional preparation for strengthening the position of the Czech industry in international trade. The support will also facilitate international marketing activities of small and medium-sized entrepreneurs and will stimulate the interest of the entrepreneurs in forms of collaboration to facilitate market access and negotiations with business partners.
Priority 7: Technical assistance
Finance activities that are aimed at the preparation of the Operational Programme, its management, implementation, monitoring, evaluation, publicity, and control.

Operational programme 2007-13: Central Moravia
1. "Regional operational programme Central Moravia"
Programme under the Convergence objective, co-funded by the European Regional Development Fund (ERDF)
2. Summary of the programme
The European Commission approved on 3 December 2007 a regional operational programme in the Czech Republic for the period 2007-2013, entitled the Regional Operational Programme "Central Moravia". This programme involves Community support for this region within the framework of "Convergence" objective. The total budget of the programme is around EUR 773 million and the Community investment through the ERDF amounts to EUR 657 million.
3. The purpose and aim of the EU investment
The overall objective consists in supporting the economic, social, territorially balanced and sustainable development of the Central Moravia region, according to its specific needs and resources, focusing on transport infrastructure, urban growth poles, improving the business environment and social and health care infrastructure. The Central Moravia region could become more attractive places where to live, invest and work.
This objective will be achieved in close coordination with the actions implemented by other operational programmes at the national level.
4. The expected impact of the investment
The programme is expected to reduce the unemployment rate by two percentage points; 14 km of new roads will be constructed and 118 km will be renovated. The number of inhabitants served by public transport should rise by 240 000.
5. Priorities
The principal objectives of the Regional Operational Programme Central Moravia programme are to increase overall economic maturity of the region, to improve competitiveness of the region and living standard of its inhabitants. The Regional Operational Programme Central Moravia is structured according to the following priorities:
Priority 1: Transport
The main objective of this priority is to ensure efficient, flexible and safe transport infrastructure in the Central Moravia Cohesion Region and reliable, and integrated public transport services of high quality. Transport infrastructure inside the region shall be linked to national and TEN transport network by means of modernization of regional network of 2nd and 3rd class roads. Public transport services shall be improved by modernization and integration of particular types of transport.
Priority 2: Integrated development and regeneration of the region
The specific objective of the priority is to improve the quality of life in the Central Moravia Cohesion Region, improvement of the attractiveness of regional centres, towns and villages, provision of quality and accessible social services and favourable supporting conditions for enterprise.
Priority 3: Tourism
The objective of this priority is to improve the attractiveness of the Central Moravia Cohesion Region for the purposes of tourism by improving its infrastructure, services, awareness of it, and promotion.
Priority 4: Technical assistance

Operational programme 2007-13: Central Bohemia
1. Regional Operational Programme Central Bohemia under Convergence objective, co-funded by the European Regional Development Fund (ERDF)
2. Summary of the programme
The European Commission approved on 3 December 2007 a regional operational programme of the NUTS II region Central Bohemia in the Czech Republic. This programme involves Community support for the region within the framework of "Convergence" objective. The total budget of the programme is around EUR 658 million and the Community assistance through the ERDF amounts to EUR 559 million (approximately 2 % of the total EU money invested in the Czech Republic under Cohesion policy 2007-2013).
3. The purpose and aim of the EU investment
The EU Cohesion Policy in 2007-2013 will put more emphasis on a territorially integrated approach to solving of economic and social cohesion issues and to decentralization of powers while implementing the interventions. This programme could play a decisive role in this area, and could have a very positive impact in economic and social terms. The strategy of this operational programme also emphasises the urban dimension. The support of small- and medium-sized municipalities as the growth poles of rural areas meets the requirement of harmonious and balanced territorial development.
4. The expected impact of the investment
The programme is expected to create over 105 new jobs. 20 km of new roads, and 200 km of renovated roads. The programme is expected to increase the number of persons transported by public transport by 8 000 and the number of tourists visiting the region by 200 000.
5. Priorities
The global objective of the programme by 2013 is to create conditions for dynamic growth of GDP of the region and provision of life quality of the urban and rural population by means of increasing the attractiveness of the region for living, business, investments and tourism.
Priority 1: Transport
High and sustainable mobility of the inhabitants and reducing negative impacts of transport on the environment. In order to increase accessibility of backbone communication networks from Central Bohemian areas serviced by class II and III roads and to increase the interconnection among individual sub-regions, unsatisfactory sections of regional roads will be reconstructed and modernised.
Priority 2: Tourism
Increase the number of visitors and the length of their stays and enhancing the local income from tourism. Central Bohemia has a relatively high natural and cultural potential for tourism development within the Czech Republic which has not been sufficiently used so far.
Priority 3: Integrated territorial development
Ensure quality of life in towns and rural areas and to strengthen the role of urban centres as natural growth poles in the region. This priority will focus on the comprehensive approach to solution of development problems of towns and rural municipalities. Main attention will be devoted to revitalisation and improvement of attractiveness of towns as main centres of economic growth, as well as small- and medium sized towns in rural and peripheral areas.
Priority 4: Technical assistance
There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, monitoring and control.

Operational programme 2007-13: South-West
1. Regional Operational Programme South West under Convergence objective, co-funded by the European Regional Development Fund (ERDF)
2. Summary of the programme
The European Commission approved on 3 December 2007 a regional operational programme of the NUTS II region South West in the Czech Republic. This programme involves Community support for the region within the framework of "Convergence" objective. The total budget of the programme is around EUR 729 million and the Community investment through the ERDF amounts to EUR 620 million (approximately 2 % of the total EU money invested in the Czech Republic under Cohesion policy 2007-2013).
3. The purpose and aim of the EU investment
The EU Cohesion Policy in 2007-2013 will put more emphasis on a territorially integrated approach to solving economic and social cohesion issues and to the decentralization of powers while implementing the interventions. This programme could play a decisive role in this area, and could have a very positive impact in economic and social terms. The strategy of this operational programme also emphasises the urban dimension. The support of small- and medium-sized municipalities as the growth poles of rural areas meets the requirement of an harmonious and balanced territorial development.
4. The expected impact of the investment
The programme will ensure the creation of around 105 new jobs. 20 km of new roads will be constructed and 200 km will be renovated. One regional airport should be reconstructed with the support of this programme. The number of tourists visiting the region should increase by 250 000.
5. Priorities
The global objective of the programme for the period of 2007–2013 is to increase the competitiveness and attractiveness of the region in the interest of a long-term sustainable growth in the quality of the lives of its inhabitants. The objective is divided in four specific priorities:
Priority 1: Accessibility of centres
The objective of this priority is to improve the transport accessibility of regional centres to other municipalities and towns within the region. In synergy with the Operational Programme "Transport", the regional transport infrastructure will be connected to the Trans-European Transport Networks (TEN-T). The public transport will be supported by means of increasing its competitiveness.
Priority 2: Stabilisation and development of towns and municipalities
The objective is to stabilise rural areas through balanced development of towns and municipalities. The urban development in towns with more than 50,000 inhabitants (Plzeň and České Budějovice) will be implemented through integrated urban development plans.
Priority 3: Development of tourism
The global objective of this priority is to increase the use of the primary potential of the region and strengthen the economic importance of tourism and culture as tools for stabilization and diversification of the economic base within the rural and urban areas. Support should be primarily aimed at modernization and development of existing facilities to improve the quality of provided services.
Priority 4: Technical assistance
There is also provision for technical assistance in order to implement the programme. The financial support is available covering administration, monitoring, communication activities and control.

2. Summary of the programme
The European Commission approved on 3 December 2007 a regional operational programme of the NUTS II region South East in the Czech Republic. This programme involves Community support for the region within the framework of "Convergence" objective. The total budget of the programme is around EUR 829 million and the Community investment through the ERDF amounts to EUR 704 million (approximately 3 % of the total EU money invested in the Czech Republic under Cohesion policy 2007-2013).
3. The purpose and aim of the EU investment
The EU Cohesion Policy in 2007-2013 will put more emphasis on a territorially integrated approach to solving economic and social cohesion issues and to the decentralization of powers while implementing the interventions. This programme could play a decisive role in this area, and could have a very positive impact in economic and social terms. The strategy of this operational programme also emphasises the urban dimension. The support of small- and medium-sized municipalities as the growth poles of rural areas meets the requirement of harmonious and balanced territorial development.
4. The expected impact of the investment
This programme will support construction or renovation of 270 km of 2nd and 3rd class roads. 219 new jobs should be created. The number of persons transporting through the regional airport should increase by 35 000.
5. Priorities
The global objective of this Operational Programme is to strengthen the competitiveness of the region by creating the conditions for efficient utilisation of the development capacity in the NUTS 2 South East cohesion region through the overall improvement of transport accessibility and by connecting the poles of growth in the region, leading in turn to the use of capacity in the sphere of tourism. The objective also includes improvement in quality of life in urban and rural areas in line with the principles of sustainable development.
Priority 1: Transport accessibility
The objective is aimed at strengthening transport accessibility and public transport services in the region in line with sustainable development. A good quality transport network is a basic requirement for integrating the South East cohesion region into international trade and cooperation and, after the entry of the Czech Republic into the EU and into the European economic area.
Priority 2: Development of sustainable tourism
This priority is to promote the development of tourism through support to infrastructure, coordination of development activities, marketing and human resources. The assistance will be focused especially on the construction and enhancement of primary and complementary tourist infrastructure as a vital prerequisite for the implementation of all other related activities, and on the development of tourist products and programmes for publicity and marketing in tourism.
Priority 3: Sustainable development of towns and rural areas
The global objective of the priority is the systematic enhancement of the region’s competitiveness through the reinforcement of development potential of towns and the stabilization of population in rural areas. The urban development of two urbanization centres (Brno and Jihlava) will be implemented through integrated urban development plans.

Operational programme 2007-13: NorthWest
1. "Regional operational programme Northwest"
Programme under Convergence objective, co-funded by the European Regional Development Fund (ERDF)
2. Summary of the programme
The European Commission approved on 3 December 2007 a regional operational programme in the Czech Republic for the period 2007-2013, entitled the Regional Operational Programme "Northwest". This programme involves Community support for this region within the framework of "Convergence" objective. The total budget of the programme is around EUR 877 million and the Community investment through the ERDF amounts to EUR 745 million.
3. The purpose and aim of the EU investment
The overall objective consists in supporting the economic, social, territorially balanced and sustainable development of the Northwest region, according to its specific needs and resources, focusing on transport accessibility, urban and local regeneration, development of tourism. This objective will be achieved in close coordination with the actions implemented by other operational programmes at the national level.
4. The expected impact of the investment
The programme will ensure 20 km of new roads to be constructed and 130 km to be renovated. 35 km of new cycle-path will be built. Ca.25 ha of surface areas will be revitalized and regenerated. The programme will also significantly contribute to the attractiveness of towns in the region by supporting around 40 projects in cities with over 50 000 inhabitants.
5. Priorities
The main priorities of the programme are to regenerate physical and social environments of the region, to increase the internal and external accessibility of the region and its transport serviceability. These improvements will contribute to higher mobility of citizens and to business activities within the region what will bring benefits and higher living standard for population of the region.
The Regional Operational Programme Northwest is structured according to the following priorities:
Priority 1: Urban regeneration and development
This priority concentrates on support to urban areas in the region-development poles and medium and small size towns. The priorities are revitalization and regeneration of towns and increasing the supply and quality of the infrastructure.
Priority 2: Integrated support of local development
The stress will be put on stimulation and balanced development of rural areas and their communities by implementing targeted integrated projects based on local needs. Development and improvement of the infrastructure and physical and cultural environment will also be tackled (for instance: street lighting, redevelopment of historical sites, improvement of education, social and health institutions...).
Priority 3: Accessibility and transport service ability
The objective is to focus on improvement of the connection of the region to surrounding areas securing efficient internal interconnection and its efficient transport accessibility particularly by public transport.
Priority 4: Sustainable development of tourism
Effective use of the region's natural and cultural potential should be exploited through this priority. This should be ensured by the development and modernization of tourism infrastructure, development of services for tourism and efficient marketing of the region.
Priority 5: Technical assistance
Technical assistance is also provided in order to implement the programme. Financial support is available covering administration, monitoring and control.

The overall objective consists in supporting the economic, social, territorially balanced and sustainable development of the Northeast region, according to its specific needs and resources, focusing on transport infrastructure, urban and rural development, entrepreneurship and tourism. This objective will be achieved in close coordination with the actions implemented by other operational programmes at the national level.
4. The expected impact of the investment
The programme will ensure 30 km of new roads to be constructed and 120 km to be renovated. 20 km of new cycle-path will be built. Almost 300 projects in tourism will be carried out and around 35 ha of surface areas will be revitalized and regenerated. The programme will also significantly contribute to the attractiveness increase of towns in the region.
5. Priorities
The main priority of the programme is to improve the attractiveness of the region for investors, businesses and inhabitants. Increased attractiveness of the region will move towards the average socio-economic level of the EU. The programme is structured according to the following priorities:
Priority 1: Development of transport Infrastructure
The aim of the priority is to improve regional road and air transport infrastructure, particularly its backbone network, including the infrastructure of international public airports, and to improve transport serviceability across the region, in agreement with environmental protection respecting the principles of sustainability.
Priority 2: Development of urban and rural Areas
This priority focuses on reducing regional differences between the urban and rural areas of the Northeast region, particularly in the fields of the quality of life, human resources, civic infrastructure, and sustainability. It is based on a real need for supporting the development of urban and rural areas leading to their increased economic performance and competitive strength, to their mutual cooperation and cohesion, and to increased standards and attractiveness of living while respecting the principles of sustainability.
Priority 3: Tourism
The priority focuses on increasing the share of tourism in the region’s economic prosperity and rate of employment by using the region’s existing potential and improving the quality and scope of tourism infrastructure and services, while respecting the principles of sustainability. Area of tourism is conceived as an important instrument for the development of prosperity across the cohesion region. The proposed intervention fields have been elaborated into a number of measures focusing on the development of tourism infrastructure and services with an impact on job creation.
Priority 4: Development of the entrepreneurial environment
The target of this priority is based on specific targets and focuses in particular on entrepreneurial infrastructure and support for the cooperation between businesses and education institutions as the necessary conditions of development and compatibility of the whole region.
Priority 5: Technical assistance
A provision for technical assistance is also foreseen in order to implement the programme. Financial support is available covering administration, monitoring and control.
