Operational programme Germany-Austria 2007-2013
1. Operational Programme "European Territorial Cooperation" Germany/Bavaria– Austria 2007-2013 co-funded by European Regional Development Fund (ERDF)
2. The European Commission approved on 18 September 2007 a cross-border cooperation programme between Germany/Bavaria and Austria for the period 2007-2013. This programme involves Community support for the regions of Freyung-Grafenau and Passau as well as kreisfreie Stadt Passau (Niederbayern), Landkreise Rottal-Inn, Altötting, Traunstein, Berchtesgadener Land, Rosenheim, Miesbach, Bad Tölz-Wolfratshausen and Garmisch-Partenkirchen as well as die kreisfreie Stadt Rosenheim (Oberbayern), Ostallgäu, Oberallgäu and Lindau (Bodensee) as well as die kreisfreien Städte Kaufbeuren und Kempten (Allgäu) (Schwaben) in Germany and Innviertel and Mühlviertel (Land Oberösterreich), Pinzgau-Pongau as well as Salzburg and Umgebung (Land Salzburg), Außerfern, Tiroler Oberland, Innsbruck and Tiroler Unterland (Land Tirol); Rheintal-Bodensee and Bludenz-Bregenzerwald (Land Vorarlberg) in Austria along the German-Austrian border. Other regions of both countries can participate in the projects as adjacent areas receiving a maximum of 20% of the ERDF funding allocated to the programme.
The total budget of the programme is € 72.1 million and Community investment through the ERDF amounts to € 54.1 million.
3. The purpose and aim of the EU investment
The overall objective of the programme is to promote sustainable development and economic competitiveness of the German-Austrian border region through an integrated and cross-border approach to economic, social and environmental development in ways which involve and benefit local people and communities.
The programme area is characterised by GDP growth several times higher than the EU-25 average. Nevertheless, the socio-economic differences between the urban centres and rural areas are striking. There is a clear need to further develop common co-operation and communication structures.
4. The expected impact of the investment
The programme is intended to support entrepreneurship, innovation initiatives, and further development of the cross-border labour market as well as improving the attractiveness of the region.
5. Priorities:
The programme focuses on the following priorities for co-operation in the geographic area concerned:
1. Knowledge-based and competitive society through innovation and co-operation (€ 25 million). The aim of this priority is to 1) support entrepreneurship through a better framework for the economy 2) support innovation activity and cooperation in the regional and local tourism and leisure economy through development of new and better products, processes and services and 3) to further develop of cross-border labour market and strengthen human resources through qualification and life long learning.
2. More attractive living space through sustainable regional development (€ 26 million). The aim of this priority is to 1) develop cross-border space through networks and cooperation structures 2) preserve natural and cultural resources through environment and nature protection and 3) improve accessibility.
3. Technical Assistance (€ 3 million). The aim of this priority is to help the participating countries to implement the programme as effectively as possible and to communicate the projects.
Operational programme Italy-Austria 2007-2013
1. Operational Programme "INTERREG IV A Italy – Austria" under the European territorial co-operation objective, co-funded by European Regional Development Fund (ERDF)

2. The European Commission approved on 18 September 2007 a European territorial co-operation programme for cross-border co-operation between Italy and Austria for the period 2007-2013, the "INTERREG IV A Italy - Austria".
This programme involves Community support for the regions of Bolzano/Bozen, Belluno, Udine, Klagenfurt-Villach, Oberkärnten, Pinzgau-Pongau, Tiroler Oberland, Innsbruck, Tiroler Unterland and Osttirol along the Italian – Austrian border. Other regions of both countries can participate in the projects as adjacent areas receiving a maximum of 20% of the ERDF funding allocated to the programme. These regions are Gorizia, Pordenone, Treviso, Vicenza, Außerfern, Lungau, Unterkärnten, Salzburg and Umgebung.
The total budget of the programme is EUR 80 million and Community investment through the ERDF amounts to EUR 60 million.
The programme affects 37,939 Km2 of both countries with a population of 2.5 million. The eligible area of the programme is less than 10% of both countries, with less than 4% of its total population. The rate of employment is 67.6% compared to 57.6% in Italy and 67.8% in Austria. The GNP of the area amounts to 4.4 % of Italy and Austria.
3. The purpose and aim of the programme
The overall objective of the programme is to promote sustainable development and economic competitiveness of the Italian–Austrian border region through an integrated and cross-border approach to economic, social and environmental development in ways which involve and benefit local people and communities.

4. The expected impact of the programme
The results achieved by previous programmes regarding the establishment of cooperation between partners in both countries, shall continue with new orientations regarding a more intense territorial integration approach and focusing programme interventions on co-operation and joint management of infrastructure, equipment and services.
A series of indicators, applicable to each of the programme priorities, will enable evaluation of the impact of the programme on, for instance, effects on the population of the area, on the partnership and joint management of cooperation projects, on the development of joint spatial planning projects, on the joint use of infrastructure, equipment and services, etc.
5. Priorities
The Operational Programme for "INTERREG IV A Italy - Austria" is structured into the following priorities:
Priority s 1: Economic Relations, competitiveness and diversification
Boost economic relations and competitiveness of enterprises of the crossborder area in the context of the globalisation with a view to sustainability through innovation, entrepreneurship and increase of the knowledge economy by enhancing innovation, including new information and communication technologies, by creating more jobs of higher quality and improving the adaptability of workers and companies.
Priority 2: Territory and sustainability
This priority aims to improve the attractiveness of the region by managing the environment and sustaining the development of the territory through protection of natural and cultural areas, promotion of biodiversity, prevention of natural and technological risks, promotion of renewable energies, reduction of administrative barriers, improvement of accessibility and upgrading of health and social sectors.
Priority axis 3: Technical assistance
This priority is meant for the management of the programme including information and communication activities. Financial support is available to cover administration, monitoring, evaluation and control.

Operational Programme Phasing Out Burgenland 2007-2013
2. "Operational Programme Phasing Out Burgenland 2007-2013 ERDF"
Programme under Convergence objective co-funded by European Regional Development Fund (ERDF)
3. The European Commission approved on May 4 2007 a regional development programme for the Austrian Bundesland of Burgenland for the period 2007-2013, the Operational Programme "Operational Programme Phasing Out Burgenland 2007-2013 ERDF". This programme involves Community support for Burgenland within the framework of "Convergence Phasing-Out" objective. The total budget of the programme is around EUR 167 million and the Community assistance through the ERDF amounts to around EUR 125 million (approximately 8.56% of the total EU money invested in Austria under Cohesion policy 2007-2013).
4. The purpose and aim of the EU investment
The overall objective of the programme is to develop further and broader the transition of Burgenland to a knowledge based economy and society through enhancements of competitive structures, promotion of attractive regions and guarantee of environmental sustainability. This will contribute to wealth and increase in quality of life of all inhabitants of the Bundesland and reduction of regional disparities.
With GDP per capita at 89.8 % of EU average, Burgenland needs to concentrate on increase in quality of life of all its inhabitants. Apart from that, to meet the challenges of the globalising world and significant changes at the EU internal market after the 2004 eastern enlargement of the Union, Burgenland as a former EU external border region needs to aim its support to continuous transition towards knowledge based economy and strengthening of its competitive structures through active participation on wider markets. The programme shall promote competitiveness und innovative regional economy structures, infrastructure and sustainable regional development, thus substantially contributing to achievement of the Lisbon strategy objectives and Gothenburg's objectives of sustainability, as well as the principle of gender mainstreaming.
5. The expected impact of the investment
The programme will ensure creation of 577 new jobs, out of which 50 in the Research & Development sector, trigger a total investment of EUR 432 million (almost four times the Community assistance), install additional renewable energy capacity of 8.5 MW and decrease the greenhouse gases emissions by 95 000 tonnes/year.

The principal objectives of the Phasing Out Burgenland 2007-2013 ERDF programme are: enhancements of competitive structures, promotion of attractive regions and guarantee of environmental sustainability. The Phasing Out Burgenland 2007-2013 ERDF programme is structured into the following priority axes:
Priority axis 1: Competitiveness und innovative regional economy structures
Specific objective is reflected in the advancement of already commenced structural changes in particular in accordance with the Lisbon strategy objectives. This is to be pursued through support of Research & Development, enhancement of networking, clusters and creation of competence centres, innovation and access to new markets.
Priority axis 2: Infrastructure and sustainable regional development
This priority axis, which aims at improvement of quality of lives for Burgenland inhabitants, reflects also the Gothenburg's objectives of sustainability. Therefore activities in the area of further regional development through tourism, transport infrastructure are also complemented through actions in the field of sustainable development, especially renewable energies.
Priority axis 3: Technical assistance
There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, monitoring, evaluation and control.

3. The European Commission approved on May 4 2007 a regional development programme for the Austrian Bundesland of Kärnten for the period 2007-2013, the Operational Programme "Regional Competitiveness Kärnten 2007-2013". This programme involves Community support for Kärnten within the framework of "Regional competitiveness and employment" objective ("phasing out" regions not included). The total budget of the programme is around EUR 134.78 million and the Community assistance through the ERDF amounts to EUR 67.39 million (approximately 4.6% of the total EU money invested in Austria under Cohesion policy 2007-2013).
4. The purpose and aim of the EU investment
The overall objective of the programme is to create growth and jobs through sustainable development. Kärnten will strengthen its competitiveness and position itself as an attractive hub in the Alpine-Adriatic area. Its innovation-oriented development strategy will ensure quality of life, income and long-term employment of all inhabitants of this Bundesland.
Kärnten has a GDP per capita at 108.6% of EU average, but the rate of economic growth (over the last six years for which data are available) is below the national average rate. Until the 1980s, Kärnten was rather isolated and the consequences of this isolation are still felt today when looking at the economic structure of the region. Through improved infrastructure and the recent enlargement of the EU, Kärnten has however been able to improve its economic situation significantly. The challenge is now to improve the regional growth dynamics through well-targeted support to specific sectors.
The programme shall promote innovation and knowledge-based economy and the creation of long-term jobs, thus substantially contributing to achievement of the Lisbon strategy objectives. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming will be observed horizontally when implementing the programme.
5. The expected impact of the investment
The programme will ensure creation of 750 new jobs, out of which 100 in the research & development sector, trigger a total investment of EUR 400 million (almost six times the Community assistance).
6. Priority axes
The aim of the Regional Competitiveness Kärnten 2007-2013 programme is to strengthen the growth dynamics through intensified interregional and international cooperation. This will result in increased interactions of economic activities and economic growth.
The Regional Competitiveness Kärnten 2007-2013 programme is structured into following priority axes:
Priority axis 1: Innovation- and knowledge-based economy
In the current period of globalisation, Kärnten's enterprises face a strong competition on the EU and world markets. In this context, improving innovation and promoting knowledge-based economy is of crucial importance, as well as increasing quality and technological standards in sectors with comparative advantages. One of the key issues is a successful application of the research & development outputs in practice.

The European Commission approved on May 4 2007 a regional development programme for the Austrian Bundesland of Lower Austria for the period 2007-2013, the Operational Programme "Strengthening Regional Competitiveness of Lower Austria 2007-2013". This programme involves Community support for Lower Austria within the framework of "Regional competitiveness and employment" objective ("phasing out" regions not included). The total budget of the programme is around EUR 291.2 million and the Community assistance through the ERDF amounts to EUR 145.6 million (approximately 10% of the total EU money invested in Austria under Cohesion policy 2007-2013).
4. The purpose and aim of the EU investment
The overall objective of the programme is to strengthen competitiveness of the regional economy in all regions of Lower Austria, while observing the principles of sustainable development and gender equality. This approach shall guarantee the quality of life, income and employment of all inhabitants of the Bundesland.
Despite positive economic development in the recent years, with GDP per capita at more than 104% of EU average, Lower Austria belongs to the less performing regions in context of the most important economic indicators in Austria. As a region neighbouring with two new Member States, Lower Austria has significantly benefited from the 2004 eastern enlargement of the Union. However, to respond to the profound changes brought about to the internal market by this enlargement and to meet the challenges of the globalising world, well-targeted support to specific sectors is essential to maintain the momentum gained in the recent years. The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, thus substantially contributing to achievement of the Lisbon strategy objectives. Reducing the gap between urban and structurally weaker peripheral areas of the Bundesland is also an important aim of the support. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming will be observed horizontally when implementing the programme.
5. The expected impact of the investment
The programme will ensure creation of 1,800 new jobs, out of which 200 in the research & development sector, connect additional 10,000 inhabitants to broadband internet, trigger a total investment of EUR 850 million (almost six times the Community assistance), install additional renewable energy capacity of 25 MW and decrease the greenhouse gases emissions by 25,000 tonnes/year.

Priority axis 1: Enhancing regional competitiveness through innovation and knowledge economy
In the current period of globalisation, Lower Austria's enterprises face a strong competition on the EU and world markets. In this context, improving innovation and promoting knowledge-based economy is of a crucial importance, as well as increasing quality and technological standards in sectors with comparative advantages. One of the key issues is a successful application of the research & development outputs in practice. Small and medium enterprises are the key success factor and stand in the focus of the programme, with wide range of support activities from establishing the company up to networking and clustering with others.
Priority axis 2: Strengthening of regions and sites through mobilisation of endogenous potentials, competitive tourism, better environment, energy use and risk prevention
Maintaining high living standard of the inhabitants, quality of the environment and regional accessibility of Lower Austria is in the spotlight of the second programme priority axis. The idea to make the region more attractive for business and the people will be streamlined through targeted and balanced support for the regional governance structures. Fully in line with EU and Austrian policies in the environmental sector, the programme will provide increased support for renewable energy and increasing the energy efficiency. The Bundesland will be able to draw on EU funds for specific assistance to develop innovative projects in tourism and flood prevention.

The total budget of the programme is around EUR 27.6 million and the Community assistance through the ERDF amounts to EUR 13.8 million (approximately 1% of the total EU money invested in Austria under Cohesion policy 2007-2013).
4. The purpose and aim of the EU investment
The overall objective of the programme is to strengthen competitiveness and innovation potential of the regional economy and to keep Salzburg as an attractive region, while observing the principles of sustainable development and gender equality. This approach shall guarantee the quality of life, income and employment of all inhabitants of the Bundesland.
With GDP per capita at almost 142% of EU average, Salzburg belongs to the richest regions of the European Union with a high standard of living and quality of the environment. However, to meet the challenges of the globalising world and significant changes at the EU internal market after the 2004 eastern enlargement of the Union, well-targeted support to specific sectors is essential to maintain the momentum gained in the recent years. The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, thus substantially contributing to achievement of the Lisbon strategy objectives. Reducing the gap between urban northern and rural southern areas of the Bundesland is also an important aim of the support. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming will be observed horizontally when implementing the programme.
5. The expected impact of the investment
The programme will ensure creation of 240 new jobs, out of which 35 in the research & development sector, trigger a total investment of EUR 99 million (seven times the Community assistance), install additional renewable energy capacity of 8 MW and decrease the greenhouse gases emissions by 8,000 tonnes/year.

The Strengthening Competitiveness of Salzburg Region 2007-2013 programme is structured into the following priority axes:
Priority axis 1: Enhancement of innovation- and knowledge-based economy
In the current period of globalisation, Salzburg's enterprises face a strong competition on the EU and world markets. In this context, improving innovation and promoting knowledge-based economy is of a crucial importance, as well as increasing quality and technological standards in sectors with comparative advantages. One of the key issues is the support of research & development in enterprises and a successful application of the research & development outputs in practice. Small and medium enterprises are the key success factor and stand in the focus of the programme, with wide range of support activities from establishing the company up to networking and clustering with others.
Priority axis 2: Innovation-oriented development of southern regions
Southern regions of the Bundesland with prevailingly rural character and small and micro-enterprises forming the backbone of their economy require a specific approach compared to the urban north. Investment in the traditional sectors and activities of these enterprises, yet with innovative or trans-regional features, as well as projects in tourism will be supported.

The European Commission approved on May 4 2007 a regional development programme for the Austrian Bundesland of Styria for the period 2007-2013, the Operational Programme "Regional competitiveness Styria 2007-2013". This programme involves Community support for Styria within the framework of "Regional competitiveness and employment" objective ("phasing out" regions not included). The total public budget of the programme is around EUR 310.1 million and thereof the Community assistance through the ERDF amounts to EUR 155.1 million (approximately 10.61% of the total EU money invested in Austria under Cohesion policy 2007-2013).
4. The purpose and aim of the EU investment
The overall objective of the programme is to strengthen the competitiveness and innovation potential of the regional economy and to keep Styria as an attractive region, while observing the principles of sustainable development and gender equality. This approach shall guarantee the quality of life, income and employment of all inhabitants of the Bundesland.
With GDP per capita of 110.8% of EU average Styria belongs to the upper average regions of the European Union with a good standard of living and quality of the environment. However, to meet the challenges of the globalising world and significant changes at the EU internal market after the 2004 eastern enlargement of the Union, well-targeted support to specific sectors is essential to strengthen the economy in a further way. To increase the competitiveness and assure a long-term growth of the economy it is essential that Styria plays an important role in Europe. Networking with the neighbouring regions and the European centres should contribute to achieve these objectives. Development of marketable products and services as well as the innovation of the regions should concentrate on the specific strengths, to allow a balanced regional development. The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, with the aim of increasing research & development, thus substantially contributing to achievement of the Lisbon strategy objectives. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming has received a special status of horizontal objectives in the programme.
5. The expected impact of the investment
The programme will ensure creation of 1.800 new jobs, out of which 250 in the research & development sector, trigger a total investment of EUR 944 million (six times the Community assistance), install additional renewable energy capacity of 11 MW and decrease the greenhouse gases emissions by 110,000 tonnes/year.

The principal objectives of the Regional Competitiveness Styria 2007-2013 programme are: establishment of innovative and knowledge-base oriented economy and increasing attractiveness of all regions of the Bundesland. In the current period of globalisation, Styria's enterprises face a strong competition on the EU and world markets. In this context, improving innovation and promoting knowledge-based economy is of a crucial importance, as well as increasing quality and technological standards in sectors with comparative advantages. One of the key issues is a successful application of the research & development outputs in practice. Small and medium enterprises are the key success factor and stand in the focus of the programme, with wide range of support activities from establishing the company up to networking and clustering with others as well as innovation-orientated key-investments.
Priority axis 2: Strengthen the attractiveness of the regions and sites
The local and regional conditions of development are very different in the individual parts of Styria. The adequate use of regional potentials as well as chances has to become a common objective of the Bundesland and the regions. Special key-projects in the field of tourism should help to set up innovative offers in areas with geographical and natural handicaps. The increased individual traffic presents another challenge for which a sustainable solution should be found. Fully in line with EU and Austrian policies in the environmental sector, the programme will provide increased support for renewable energy and increasing the energy efficiency. The Bundesland will also be able to draw on EU funds for specific assistance to urban development of the capital Graz.

There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, co-ordination, monitoring and evaluation, exchange of information and control as well as policy learning issues and discovering new fields of strengths for the region.

The European Commission approved on May 4 2007 a regional development programme for the Austrian Bundesland of Tyrol for the period 2007-2013, the Operational Programme "Strengthening of the regional Competitiveness Tyrol 2007-2013". This programme involves Community support for Tyrol within the framework of "Regional competitiveness and employment" objective ("phasing out" regions not included). The total public budget of the programme is around EUR 69.5 million and the Community assistance through the ERDF amounts to EUR 34.8 million (approximately 2.38% of the total EU money invested in Austria under Cohesion policy 2007-2013).
4. The purpose and aim of the EU investment
The overall objective of the programme is to strengthen competitiveness and innovation potential of the regional economy and to keep Tyrol as an attractive region, while observing the principles of sustainable development and gender equality. This approach shall guarantee the quality of life, income and employment of all inhabitants of the Bundesland.
With GDP per capita of 131.4% of EU average Tyrol belongs to the richer regions of the European Union with a high standard of living and quality of the environment. However, to meet the challenges of the globalising world and significant changes at the EU internal market after the 2004 eastern enlargement of the Union, well-targeted support to specific sectors is essential to further strengthen the stable broad economic base. The special geographical location between South-Germany and North-Italy should be taken as an advantage to strengthen the economic power. The creation of networks and the increase of co-operations should also significantly contribute to a further improvement of the economy. Due to the mountainous landscape, high quality and innovative tourism is essential for the Tyrolean economy. The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, with the aim of increasing research & development, thus substantially contributing to achievement of the Lisbon strategy objectives. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming has received a special status of horizontal objectives in the programme.
5. The expected impact of the investment
The programme will ensure creation of 383 new jobs, out of which 34 in the research & development sector, trigger a total investment of EUR 253 million (seven times the Community assistance), install additional renewable energy capacity of 8 MW and decrease the greenhouse gases emissions by 80,000 tonnes/year.

The principal objectives of the Regional Competitiveness Tyrol 2007-2013 programme are: establishment of innovative and knowledge-base oriented economy and increasing attractiveness of all regions of the Bundesland. The Regional Competitiveness Tyrol 2007-2013 programme is structured into the following priority axes:
Priority axis 1: Innovation, co-operation and knowledge-based economy
In the current period of globalisation, Tyrolean's enterprises face a strong competition on the EU and world markets. In this context, improving innovation and promoting knowledge-based economy is of a crucial importance, as well as increasing quality and technological standards in sectors with comparative advantages. One of the key issues is a successful application of the research & development outputs in practice. Small and medium enterprises are the key success factor and stand in the focus of the programme, with wide range of support activities from establishing the company up to networking and clustering with others as well as innovation-orientated key investments.
Priority axis 2: Attractiveness of the regions as a location factor
To strengthen the long-term competitiveness, it is also necessary to take care of the environment. A clear focus on sustainable development offers economical opportunities. Maintaining high living standard of the inhabitants, quality of the environment and regional accessibility of Tyrol is in the spotlight of the second programme priority axis. An important segment of the Tyrolean's economy is the tourism. Innovative key-projects will contribute to optimise and improve the quality standards. This priority axis comprises as well pilot projects to make use of endogenous regional potentials. Due to the high probability of natural risks, the development of plans and measures will certainly help to prevent such risks. Fully in line with EU and Austrian policies in the environmental sector, the programme will provide increased support for renewable energy and increasing the energy efficiency. This programme takes especially areas with geographical and natural handicaps (e.g. Osttirol) into account.

There is also provision for technical assistance in order to implement the programme. Financial support is available covering administration, monitoring, evaluation and control.

The total budget of the programme is around EUR 191 million and the Community assistance through the ERDF amounts to EUR 95.5 million (approximately 6.54% of the total EU money invested in Austria under Cohesion policy 2007-2013).

The overall objective of the programme is to strengthen competitiveness and innovation potential of the regional economy and to keep Upper Austria as an attractive region, while observing the principles of sustainable development and gender equality. This approach shall guarantee the quality of life, income and employment of all inhabitants of the Bundesland.
With GDP per capita at more than 120% of EU average, the traditionally industrial and export-oriented Upper Austria belongs to the richer regions of the European Union with a high standard of living and quality of the environment. However, to meet the challenges of the globalising world and significant changes at the EU internal market after the 2004 eastern enlargement of the Union, well-targeted support to specific sectors is essential to maintain the momentum gained in the recent years. The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, with the aim of increasing research & development expenditure to 3% of the GDP, thus substantially contributing to achievement of the Lisbon strategy objectives. Reducing the gap between urban and structurally weaker peripheral areas of the Bundesland is also an important aim of the support. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming has received a special status of horizontal objectives in the programme.
5. The expected impact of the investment
The programme will ensure creation of 670 new jobs, out of which 485 in the research & development sector, trigger a total investment of EUR 592 million (six times the Community assistance), install additional renewable energy capacity of 12 MW and decrease the greenhouse gases emissions by 22,000 tonnes/year.

The idea to make the region more attractive for business and the people will be streamlined through targeted and balanced support for the regional governance structures. Fully in line with EU and Austrian policies in the environmental sector, the programme will provide increased support for renewable energy and increasing the energy efficiency. The Bundesland will be able to draw on EU funds for specific assistance to urban development of the capital Linz and for preservation of the cultural heritage.

The overall objective of the programme is to keep Vorarlberg as an attractive region for productive and competitive enterprises that will contribute to wealth and increase in quality of life of all inhabitants of the Bundesland.

The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, thus substantially contributing to achievement of the Lisbon strategy objectives. Reducing the gap between urban and rural areas of the Bundesland is also an important aim of the support. Gothenburg's objectives of sustainability, as well as the principle of gender mainstreaming have received a special status of horizontal priorities in the programme.

The programme will ensure creation of 450 new jobs, out of which 50 in the research & development sector, trigger a total investment of EUR 110 million (six times the Community assistance), install additional renewable energy capacity of 2 MW and decrease the greenhouse gases emissions by 400 tonnes/year.

This programme involves Community support for Vienna within the framework of "Regional competitiveness and employment" objective ("phasing out" regions not included). The total public budget of the programme is around EUR 50.3 million and thereof the Community assistance through the ERDF amounts to EUR 25.15 million (approximately 1.72 % of the total EU money invested in Austria under Cohesion policy 2007-2013).

The overall objective of the programme is to strengthen the competitiveness and innovation potential of the regional economy and to keep Vienna as an attractive region, while observing the principles of sustainable development and gender equality. With GDP per capita of 179.70 % of EU average Vienna belongs to the top regions of the European Union with a very good standard of living and quality of the environment. However, to meet the challenges of the globalising world and significant changes at the EU internal market after the 2004 eastern enlargement of the Union, well-targeted support to specific sectors is essential to strengthen the economy and the urban development in a further way. To increase the competitiveness and assure a long-term growth of the economy as well as the knowledge it is essential that Vienna plays an important role in Europe. Networking with the neighbouring regions and the European centres should contribute to achieve these objectives. Innovation and economy based urban development as well as integrated urban development should ensure a significant increase of the living and environmental conditions in Vienna. The programme shall promote innovation and knowledge-based economy and creation of permanent jobs, with the aim of increasing research & development, thus substantially contributing to achievement of the Lisbon strategy objectives. Gothenburg's objective of sustainability, as well as the principle of gender mainstreaming has received a special status of horizontal objectives in the programme.

One of the key issues is a successful application of the research & development outputs in practice. Small and medium enterprises are the key success factor and stand in the focus of the programme, with wide range of support activities from establishing the company up to networking and guidance through all challenging phases. The infrastructure has to be adapted to the demands of modern economy.
Priority axis 2: Integrated urban development
Mobility, the demographical change and social integration represent the main challenges of the near future, for which a sustainable solutions have to be envisaged. Therefore, corresponding measures have to be implemented to increase the energy efficiency to respect as well the environmental aspects. Concentrated urban development should be realised in the three selected urban areas ("Gründerzeitviertel -Westgürtel", "Bahnhof Wien – Erdberger Mais" and "U2 Donaustadt – Flugfeld Aspern"). Through innovative and efficient measures the services and infrastructure of mobility should improve effectiveness by respecting the environment. Special key-projects and pilot projects should assure an innovative approach.
